Tooned In! is a lost game show pilot that was taped at Nickelodeon Studios in Orlando, Florida in 1998. It is currently unknown why it wasn't greenlit by Nickelodeon. 

Description

The only known footage of Tooned In! online is in a 5 minute compilation video created by former crew members of Nickelodeon Studios for its 10 year anniversary in 2000.

Only around 5 seconds of video have surfaced, without the original audio. There is very little information about this pilot available, and whether or not Nickelodeon still has it in their possession remains unconfirmed.

Trademarks

According to Justia's Trademarks database, Nickelodeon filed in the Nickelodeon's Tooned In trademark in July 1998 and it was abandoned in May 2001 due to no statement of use.

Had a conversation with a family member who worked in Nick Studios durig the 90's (wasn't a big player or anything, but he mostly set sets up and worked with the filming crews)

He barely remembers this show when I brought it up, but once I showed him the footage, he said he kinda remembers it. He thinks it was filmed during the fall of 98 (he remembers halloween decorations), and the cartoon guy's voice was similar to Howard Cosell. He thinks there were other cartoon people too, like a robber that was a rabbit. As for what the hell the show was, he thinks it was probably like "Who's Line is it, anyways?" for kids. The Woman is unknown. He has no idea why it was passed, but he thinks it may have something to do with the budget not being there.

All of this could be misremembered, so don't take this as truth or me trying to say it is. Hopefully this info could lead to an actual, verified answer.

What you say is quite believable.

If they had to do animation for new comedy skits in each episode - if it is indeed a "Who's Line Is It Anyway" concept - then the budget would be a bit tight.

We'll see what comes out next...

I'll make one shortly. He did talk a little bit about Morph Sports, Figure it Out pilot, I don't think so, and Who Knew? I'll post those things on their own pages, just give me a little bit first. Also, like this show, this isn't concrete, as all this happened 20 or so years ago.
