NBC news report on the tape they received, featuring a small clip of the complete manifesto.

The Virginia Tech shooting (also known as the Virginia Tech massacre) was a school shooting that took place on April 16, 2007, on the campus of Virginia Polytechnic Institute and State University in Blacksburg, Virginia, United States. Seung-Hui Cho, a senior at Virginia Tech, shot and killed 32 people and wounded 17 others in two separate attacks (another six people were injured escaping from classroom windows), approximately two hours apart, before committing suicide. The attack is the second-deadliest shooting incident by a single gunman in U.S. history and one of the deadliest by a single gunman worldwide.

Cho sent a media package to NBC. It was a manifesto which contained dozens of photos, pages of writing and nearly half an hour of videotaped recordings of him. Ultimately... only 2 minutes of 25 minutes of video were released. The complete tape is most likely still in possession by NBC.
