animated tie-in shows to actual musicians aren't that rare. hi hi puffy ami yumi was an american show about japanese singers. considering how popular hannah montana was, it's not super weird for there to been plans for an anime about an american singer. not to mention that this was around the time that 2.5D idol series were becoming super popular. this probably would have worked well had it actually gone anywhere.
it is funny that something like this could have existed though lol.
