One of the responses to the original images on Py.cc, run through the wayback machine & Google Translate says "I often see this on the net." So it was likely a Japanese meme & a photoshop of a Japanese citizen. I've seen quite a few people lately thinking any photo of any fat or asian person from any time period "might be it this time."
