That's a good question. I only watch 2-3 channels on TV, but I've had a habit of watching movies late at night for many years. I assumed this may have aired in our local "SIC Radical" somewhere in those years, but I only watched that channel before "SIC Comedy" arrived (i.e. likely before 2004). It is quite possible that "SIC Radical" indeed aired it, since they often aired this kind of... let's put it like this, obscure "radical" movie, late at night.

IF I indeed saw the movie, and my memory isn't tricking me (!), thinking about the plot above I think it started with the girl strolling around town, like in the image. That got me to watch it because she seemed really scared (and I felt "awww, poor girl"). I think she calls someone - maybe her parents? - and the conversation gets her mad, perhaps leading her to think she just can't go back home. At one point she slept in the street and "something" happened that scared her. Maybe a rape attempt, or someone tries to steal her stuff? I think it's the latter, and this leads her to meet more people to be able to survive. Later, she starts going to clubs and stuff due to the new people she met, but it was mostly loud music, and the plot was not that noteworthy any more. I cannot recall much about the ending, so either I feel asleep, or I felt that the movie didn't focus much more in her any more (and I dislike loud music).

Maybe I'm wrong, maybe my memory is tricking me, but I am absolutely sure I watched a movie which seems to fit the plot above (and the image on the right), and in which, in the very beginning, the girl seemed really scared. I can recall this because, typically, I only watch comedies or cartoons, and so, for me to watch a movie because the girl seemed sad and scared would be a very noteworthy thing...
