animated tie-in shows to actual musicians aren't that rare. hi hi puffy ami yumi was an american show about japanese singers. considering how popular hannah montana was, it's not super weird for there to been plans for an anime about an american singer. not to mention that this was around the time that idol anime was becoming super popular.
