That version was circulating since 2013.  However, in 2015, the uncut version was posted on YouTube and in higher quality than the other version.

He-Hog The Atomic Pig was a rejected 1999 animated pilot created by John Kricfalusi, best known as the creator of The Ren & Stimpy Show.

While the pilot can be found on the internet, the most commonly circulating version of the pilot cuts out the psychologist section, where He-Hog consults a distressed woman experiencing puberty. Without that scene, the pilot was shortened from 15 minutes to slightly above 10 minutes.
