The Sonic Adventure New Year's DLC was a piece of downloadable content released by SEGA to commemorate New Year's 1998. According to Sonic Retro, when active, the DLC would place a traditional kadomatsu somewhere in the game (it's unknown where it would've been). The DLC was initially released on December 26th, 1998 (and was bug patched three days later), and was removed entirely on January 7th, 1999. The DLC's file size was reportedly 66 blocks of memory.

A Japanese Geocities site claims to have it for download, but the link is broken. No other save file archives seem to have any version of this DLC and, due to the temporary nature of the DLC, it's highly unlikely this will ever be found.
