According to a Nintendo Power article titled Mammia Mia! It's Waluigi!, the game was on a promotional website known as waluigi.com.<ref>[https://forums.lostmediawiki.com/thread/8796/waluigi-toenail-clipping-flash-game An LMW forum post listing more information.] Retrieved 20 May '22</ref> The article states that Wario wants to overthrow Mario and take his role as the video game king, so in protest, he enlists Waluigi to help him. The article in question says the following: <blockquote>"He's lean, he's mean, he hates the color green! Yes, with hopes of finally overthrowing Mario's supreme reign as the video game king, Wario has enlisted the help of Waluigi. The big fellow with a nasty smirk and burning hatred of good, ol' Luigi finally shows his ugly mug in Mario Tennis, and to mark the momentous occasion we're giving the purple one his very own website! You can check out www.waluigi.com for all your evil sidekick needs: photos, secret information, and all the wacky hijinks you could ever desire. We're looking to have online games, too, including the Waluigi's Toenail Clipping Party. It seems that everyone's favorite mustachioed mischief maker has let his personal grooming go, and it's up to you to help him. Clip those nails good, and be sure to aim for the jar, or you'll be left with ragged clippings and toe jam all over your hard drive. Eewwww!"</blockquote>

The game has since been unarchived, however, an SWF file for the game will begin downloading if pasted in the Wayback Machine known as toenails_coming.swf. Three other SWF links were found after combing through the URLs, but all three of these links lead to dead ends.
No archived version of the game is known.

In the "Nintendo Power Online" section from the September 2000 issue of Nintendo Power, there's an entry titled "Mammia Mia! It's Waluigi!" describing the contents of the promotional website waluigi.com.[2][3] The snippet states that Wario enlisted Waluigi's help in order to overthrow Mario as the video game king. The full text of the entry is as follows:

Mamma Mia! It's Waluigi!

He's so bad, he sold Luigi's underwear on EBay. Which raises an interesting question... who bought the stuff?

He's lean, he's mean, he hates the color green! Eewwww!
