Based on the case of Raul Camaligan?

I am starting to wonder whether or not this is based on the tragic hazing case of Raul Camaligan, who died in 1991. He was beaten to death in a hazing ritual, in a disturbingly similar manner to this PSA. Maybe searching this up will turn up something for this PSA.
