I want to find this PSA

I saw the footage of this PSA and Cyborg winking at us... it's like they knew he was sexy. (I have a crush on Cyborg.) Also, the footage of him afterwards looks VERY animesque and it's not worthy of this world. I hope the actual series gets found too (what's left of it.) I hope there's an episode pitch out there and a series bible. If one of the episodes had the Titans go inside Cyborg I am going to devote my life's work to finding it (or what remains of it.)
