Looks like it wasn't Kiseki, but actually Siren, who would later be a pretty major seller of anime in Australia. But here's some evidence of the existence of the tape:

In Australia, a rating of PG is about the same as PG in say America - so sequences like the bits listed above would have been omitted. So unless the censors were very lazy with it this is definitely the edited cut.
