It was handed to me by a generous user of the old WaterWar.net forum, who surprisingly answered my emails almost directly.

The setup is an exe called "SuperSoaker.exe". It was packed with some weird packer, so my antivirus freaked out when I opened it. Once installed it stores multiple exes: "Start.exe", "SuperSoaker.exe" and some .dat files.

The game files are basically weirdly packed into that SuperSoaker.exe again, once decompiled it had a folder structure like this: "data, images, maps, models, sounds, client.txt, empty.txt and StickyKey_dll.dll".
