The Bureau of Internal Revenue (Filipino: Kawanihan ng Rentas Internas, or BIR) is a revenue service for the Philippine government, which is responsible for collecting more than half of the total tax revenues of the government. It is an agency of the Department of Finance and it is led by a Commissioner. It was formed on August 1, 1904 and made operational under the Secretary of Finance, Henry Ide (author of the Internal Revenue Law of 1904), with John S. Hord as the first Collector (Commissioner).

In 1995, the Bureau under the administration of commissioner Liwayway Vinzons-Chato, created a public service announcement related to the April 17, 1995 Tax Deadline in collaboration with the 6 private corporations and a government bank. The corporations partnered on the PSA are Cocobank, the Development Bank of the Philippines, Eastman Kodak, Nestle, PLDT, San Miguel Corporation and the Philippine Refinery Company/Unilever.

Premise

The commercial ran for 15 seconds long and it begins with a red car driving on a road then a yellow bus and a jeep driving on a highway, the commercial ends with a real life image of Ortigas Center with logo and graphic saying "Tax na Binabayaran, Tayo Nakikinabang". The voiceover also saying the lines:

"Salamat sa inyo. Kayo ang nabigay daan para ang lahat ito'y mapakakatotoo. Ito'y galing sa tax na binabayaran inyo.
"Tax na Binabayaran, Tayo Nakikinabang".

The commercial ends with a white background with a graphic saying "Avoid the Rush! Pay your Taxes early at the nearest BIR accredited bank. Deadline: April 17, 1995" with the BIR emblem, followed by the logos of Cocobank, the Development Bank of the Philippines, Eastman Kodak, Nestle, PLDT, San Miguel Corporation and the Philippine Refinery Company also ends the ad.

Availability

The commercial aired between March to April 1995 on ABS-CBN 2, PTV 4, ABC 5, GMA 7, RPN 9, IBC 13 and SBN WorldTV 21 in place of commercial for products of the 5 participating companies taking part in the PSA. On August 26, 2024, Youtuber and archivist UndustFixation found the commercial in July 2024 and premiered on August 26, 2024. [1]
