I think, this game got cancelled due the Swing! Entertainment's closure in February 2003. Same with Animaniacs: Hollywood Hypnotics.

There is no chance to get ROM dump. I'm trying talking with Tantalus, they still didn't answered. And Shin'en Multimedia, which provided their sound driver for this game, didn't helped with this.
