Anecdotally, Bob Gale has a bit of a reputation of being somewhat loose with the truth. While I'm still taking its existence with a grain of salt, I'd say its worth quoting the exact words he used in the DVD commentary, the basis for everything written since:

"When the movie played in Australia, Michael J. Fox had to do a public service announcement for Australian television telling kids not to ride off the back of cars on their skateboards. They were I guess a little bit behind us in Australia, and kids hadn't even figured out that you could do that. And then of course, we had to tell them it was dangerous."

He unambiguously claims that this was for Australian television. There is no claim that this preceded the film theatrically & no implication this was required for the film to receive its theatrical classification.
