In this video, https://www.youtube.com/watch?v=35esTXrg2U4, the man who owns the Slamfest '99 video says a friend of his has the video, meaning the friend now has the permission to upload the video now, so be on the lookout for that. That is all I know. (P.S.: The video I have attached was uploaded on October 17, 2022 and I haven't checked his friend's channel.) Hope this helps.
