Oh boy this one is *obscure*. It does have an IMDB page (https://www.imdb.com/title/tt7545976/) that dates it to 1999 and lists Mitch, Chelsea and Stacey Schauer as the creator and stars, respectively. Mitch Schauer seems to have worked in animation, and this series is very likely to have been animated. (edit: lol I completely glossed over the 'animation' tag on IMDB)

More evidence that it was indeed animation (and did exist to some extent) can be found in the only reference to the series I've been able to track down in print media. According to "Contemporary theatre, film and television, vol. 41" (2002), Richard Steven Horvitz was the voice of Fuzzy Wuz in Simply Sisters. (image of the page in question: https://i.imgur.com/IIKNg0V.png).

This is intriguing! I might do some more digging.

Update: I found evidence that it was intended to be a spinoff of the Nickelodeon show The Angry Beavers. The "Simply Sisters" in question were Chelsea and Stacey, the younger sisters of the two main characters in The Angry Beavers. From what I can gather, it looks like a pilot was definitely made but like tension between Mitch Schnauer and Nickelodeon led to the show being cancelled.
