I have got some new info for you! I've contacted the creators on vimeo about both Yak Flack and I'll Be There, they had this to say. "these were "In House" commissions for USHealthcare in the early 90's . I don't know how Cartoon Network got them.. We do not own them > USHealthcare is now Aetna.
