A bit confused

I thought things weren't considered found unless they were publicly/widely available? I could see saying it's found because it's on TV and still is presumably but if it isn't how is it different from people sitting on their copies of stuff?
No shade like I get there's reasons people wouldn't want to post copyrighted material I'm just confused on the Found and Found By status given the circumstances when usually this would still be marked lost or found by the station.
