From what I can tell, they don't. Toei submitted the original Japanese version of the show's first 60 episodes to them in 2003. As the dubs are derived from that, they probably figured that would be enough to cover themselves legally.

It's worth pointing out that even if the LOC had them, it's not like that would be of major benefit to the general public. They only allow people to make copies of their items with the express written consent of the listed copyright holder. That's really only useful for commercial companies looking to officially release the media in question or properties owned by indies who are willing to sign off on it. This dub doesn't fall into either. There are now multiple other English dubs of this show, so it's unlikely that anyone will go back and release a failed edit from 20 years ago. The only one that might have would've been Discotek, who is cautious about Saint Seiya stuff because none of what they've released has sold well.
