Interesting subject, certainly 2ch is full of these urban legends going on for ages. If you allow me, I can provide an usermade translations of the posts by me, since the Google-translated ones get some details wrong (though the other entry gets it right that the PSA's message is that every two seconds a man dies on Earth ---

There were two white human figures depitcted against a black backdrop, and this noise going "Gan gan" kept ringing. What's sure is the part that went "Every two seconds, a man dies on Earth", so after the noise is repeated twice one of the figures disappear. On the next instant, the human figure returns back to its old place, and now it's the other one that disappear. It was a commercial with only that repeating over and over for an extended time.
