Toon Heads has definitely been around as early as 1992. https://youtu.be/jYKOIZLDORI?t=149 However it was very bare-boned compared to the later runs of the block; it was much shorter, usually lasting for roughly 15 minutes at night, and rarely had any trivia segments inbetween each cartoon compared to the 1996 and '98 versions.
