I found two newspaper articles that make passing mention of this film in discussions of Lugosi.
The first is from the Anderson Daily Bulletin (Anderson, Indiana) 3 Dec 1974.

The second only mentions it in brief passing under the "Still No Oscar for 'Dracula': heading. This article is from 8 March 1970 in the News and Observer (Raleigh, North Carolina). URL: https://www.newspapers.com/clip/75300176//.
It would appear from these articles that this was a real film.
