That the show REC was broadcast at 10:00 on Wednesdays on animax Hong Kong during the "週三浪漫夜" block which translates to "Wednesday night romantic". Whilst it does not say for certain that it aired in English, there is a real possibility that it may have. We also find out that this "Wednesday night romantic" block was stopped on January 5th, 2009 which does fit the timeframe. This is very circumstantial evidence and does not really stand on its own as proof, however it could potentially be a lead that could be investigated.

And finally Thai gets its own section because it may be the most interesting one of all!
I was unable to understand pretty much anything in the Thai page due to it being so different to all the other ones, so I needed to rely a bit on google translate.
I had a look at the references section at the bottom of the page and found two (of the same) link titled "Selling love girl dubbed 1-6 End". I can only assume that "love girl" is some sort of translation of the title.
Here's the link:

I  can't really understand anything happening on this page however I suspect that this here "http://n.lnwfile.com/_/n/_raw/py/wm/3y.jpg" is a photo of the dubbed DVD for volume 6.
This is getting super exciting!

So I've been doing some research about the anime, trying to find some more information about the dub. I've been able to find from this webpage: https://zh.wikipedia.org/wiki/Animax

Further research on this webpage: https://en.wikipedia.org/wiki/Rec_(manga) I took a look at the history for this wiki page and found the change that added PH Animax to it. This change can be seen here: https://en.wikipedia.org/w/index.php?title=Rec_(manga)&oldid=521671873 The change was made by this user: https://en.wikipedia.org/wiki/User:Narutolovehinata5 They may be a source of information upon the dub.

From looking at the wikipedia.org/wiki/REC_(anime) link in different languages I have found that: English: TBS, BS-i, Animax Philipines Spanish: Animax Korea, Animax Philipines Russian: TBS, BS-i, Animax Korea, Animax Hong Kong, Animax Philipines Korea: TBS, Animax Korea
