The National Anti-Kidnapping Task Force (NAKTF) infomercials are public service announcements in the Philippines, informing the public about the most wanted kidnappers which aired around 2003 to 2005. Since the infomercials were aired, many of the kidnappers were apprehended and some of whom were killed. This program was spearheaded by Angelo Reyes.

Background

The National Anti-Kidnapping Task Force (NAKTF) in the Philippines was implemented in 2003 following then-President of the Philippines, Gloria Macapagal Arroyo, signing the Philippine Executive Order No. 248, creating the Office of the Anti-Kidnapping Presidential Adviser to address the problem of kidnapping in the country. Angelo Reyes was named as "anti-kidnapping czar" which resulted in the neutralization of certain kidnap-for-ransom gangs.

Information

The first version of the infomercial shows the pictures of ten people wanted for kidnapping. The "X" mark shown in the picture indicates that the person was killed while "//" mark indicates that the person was apprehended.

The transcript of the voiceover doing the PSA and it said to look like this:

Puwedeng kapitbahay mo siya?
Kasabay sa bus?
Nakakasalubong sa daan.
Kaibigan ng kaibigan mo.
Or di kaya, kainuman ng tatay mo.
Kahit saan, liligid-ligid sila.
Di mo alam. Di mo akalain.
May tinatagong silang ibang katahuhan.
Sila ang mga salot ng lipunan.
Mga kidnappers, tumatakot sa buong bayan.
Panahon na para sila ay masugpo!

At the end of PSA, it shows NAKTF Chief Angelo Reyes giving the statement with a playground on his background. The phrase that he said was supposed to say like this:

Angelo Reyes: "Ipagpatuloy natin ang nagsimulang laban sa kidnapping! Para sa mapayapang kinabukasan!"

The PSA also ends with the emblem of the NAKTF and the telephone number for the task force which is appearing in the white background.

Early 2004 Poster, featuring the 16 people featured in the second revised version of the PSA, together with the 3 other kidnappers were not featured in the PSA.

The updated second version of the PSA shows the additional list of most-wanted kidnappers which aired on January 2004, which shows the 11 people wanted for kidnapping in addition to the 5 people from the first version who were also wanted for kidnapping. Unlike the original one, they did not put the "//" mark to indicate that the person was apprehended.

A third commercial aired in 2004-2005 also featured another updated list. The commercial shows a montage of newspaper headlines involving arrests of kidnappers and afterwards, the list of kidnappers killed and apprehended have been marked accordingly (X for killed and // for apprehended), and afterwards, it zoomed into a list of the remaining kidnappers at large at the time:

This version of the ad also ends with the same Angelo Reyes sequence albeit with a different background music.

Aftermath

Since the infomercials were aired, at least thirteen were arrested by the NAKTF as of June 2004. Roberto Yap was killed in late November 2003. NAKTF agents have also captured Vilmore Catamco, No. 5, December 3, 2003; Allan Niegas, the fourth most wanted kidnapper, December 4; Joselim Amuco, No. 7, December 15; Reynaldo Cachi, No. 8, January 24, 2004; Joer Abonales, No. 15, January 27; Ronnie Tan, No. 12, February 8, Arnel Suellen, No. 17, February 12; Teddy Padre, No. 8, February 15; Romeo Puria, No. 10, March 5; Ambrudin Macasilang, No. 13, March 15; Feliciano Laygo, No. 6, March 19; and Pecasiano Tagle, No. 18, which was arrested on June 15.

Availability

The infomercials were aired on NBN (now PTV-4), IBC-13, RPN, and ABS-CBN News Channel. On August 13, 2024, media archivist UndustFixation found the 2004 second revised version of the infomercial which was premiered on September 16, 2024. As of September 2024, the 2003 original version and the 2005 third revised version of the infomercial has not yet resurfaced.
