The Adventures of Paddy the Pelican is one of the first cartoons made for TV in the 1950's, airing on Chicago's WENR-TV.
Due to the small production budget, it's infamous for its pencil sketch animation, dark backgrounds, looping sequences, and poor lip syncing.
Because of this, it is often mentioned among "the worst cartoons ever."
Update 10/24/16 All the episodes were found on Myspleen in compilation discs called "Worst Cartoons Ever." PoopToobYou has uploaded all 6 episodes to YouTube. The playlist is here.
