Oh boy this one is *obscure*. It does have an IDMB page (https://www.imdb.com/title/tt7545976/) that dates it to 1999 and lists Mitch, Chelsea and Stacey Schauer as the creator and stars, respectively. Mitch Schauer seems to have worked in animation, and this series is very likely to have been animated.

More evidence that it was indeed animation (and did exist to some extent) can be found in the only reference to the series I've been able to track down in print media. According to "Contemporary theatre, film and television, vol. 41" (2002), Richard Steven Horvitz was the voice of Fuzzy Wuz in Simply Sisters. This is intriguing! I might do some more digging.
